Just as an aircraft wing will lift a plane up off the ground, the foils on the bottom of the SUP, Kite or Windsurf board will lift it out of the water. 
Hydrofoils use a special shape to guide the water around them, and generate the lifting force to get the board up in the air. When the board is going fast enough, the hydrofoils will then be able to create enough force to lift the board out of the water. 
This reduces resistance to the forward motion and the board goes faster still.
